In Virginia, there is an agency blandly named the Technical Operations Support Activity (TOSA.) Its mission is to find and eliminate those so dangerous to the United States that they appear on a document known as the Kill List. Recently added to the list is a terrorist called the Preacher, who radicalizes young Muslims abroad to carry out assassinations. Unfortunately for him, one of his targets is a retired Marine general whose son is TOSA's top hunter.
